The gentleman well knows that about $100.000 was spent last year in deporting Chinese. He also knows that on our northern and western borders thousands of Japanese are wandering into the United States from Canada. I would like to ask the gentleman whether he thinks any treaty relations which we have with Japan prevents the adoption of a measure similar to this. to protect the American laborer (whom the Administration is now protecting by tariff taxes) against the importation or incoming of Japanese.
