It has always been the policy of this Government. Mr. President. to encourage immigration. and not only is that so. but it is the policy of the Government likewise to encourage mining. It so happens that the history of mining in this country shows a large portion of the successful element among miners of this country to have been foreigners. and the Government of the United States. not only seeing that. but finding it to its interests. adopted a policy to extend all the liberty possible to miners of foreign birth. The intention of the amendment which has been presented by the Senator from North Dakota and also of the amendment now accepted as a substitute by the Senator from Montana is to strike. and it does strike. at the foreigner.
