But before proceeding to their examination it will be necessary to examine carefully the provisions of the Constitution on that subject. Those necessary to be considered will be found in Article 1. section 8. subsection 4. in Article IV. section 2. subsection 1. and in the fourteenth amendment. section 1. I do not conceive that there can be any objection to allowing the same persons to be naturalized in any of the recently acquired territories as in the territories heretofore acquired. The expression "throughout the United States" used in Article I. section 8. subsection 4. has already been considered in connection with the case of Loughborough vs. Blake. and what has been said there is equally applicable here.
