These relations existed and were well known at the time and long before Mr. Roberts was elected to this Congress. We admit that he has "attained the age of 25 years. that he has been for seven years a naturalized citizen of the United States. and was when elected an inhabitant of the State in which he was chosen." These are the facts upon which this House is now called to pass. and upoE. them it must be determined whether Mr. Roberts should be a member of this Congress. If upon these facts the House would or could expel him. should not the House now exclude him?
