The committee report that they have unanimously found him to possess the qualifications demanded by the Constitution for membership to the House of Representatives. I quote their words: We find that Brigham H. Roberts was elected as a Representative to the Fiftysixth Congress from the State of Utah. and was at the date of his election above the age of 25 years. that he has been for more than seven years a naturalized citizen of the United States. and was an inhabitant of the State of Utah. Under this finding I deny the right of this House to add any other qualification than those mentioned in the Constitution. and believe they are in duty bound to swear him in. I very much doubt whether before lie is sworn in and admitted to this body we have any right to take any action leading to his expulsion.
