It is entitled to the very highest commendation. I regret that the few hours remaining of this session are not adequate to permit the Congress of the United States to take from the Calendar the bill reported by the commission and give it due and proper consideration. The bill which is offered by the Committee on Immigration has been withheld in the hope that the work of the Senator from Alabamaand his colleagues might receive the approval of Congress. but it is quite evident that it can not now be done. The bill to which I invite the attention of the Senate is intended to meet a present pressing emergency. and unless it becomes a law thousands of contract laborers now pouring into the islands at the rate of a thousand or more a month will be added to the undesirable population of Hawaii. It seems to the committee having this bill in charge that it is of the utmost importance that the importation of contract laborers into the Hawaiian Islands. which are now within the jurisdiction and control of the United States. should be stopped at the earliest practicable moment.
