If the Senator will permit me. the third section of the proposed law provides all the necessary machinery for executing it. for carrying it into full operation. It is provided that the circuit judges in chambers of Hawaii shall be invested with the authority of United States judges. and that the marshals and deputy marshals of Hawaii shall perform all the duties now devolved upon United States marshals under our immigration laws. The collectors of customs and deputy collectors are clothed with the authority which is now vested in the internalrevenue collectors of the United States under our Chineseexclusion acts. It will be observed that the bill provides for the requisite official machinery to give as full and complete effect to the laws in question in the Hawaiian Islands as in the United States..
