I introduce a joint resolution and ask that it be read at length. and when it has been read. I shall ask that it be considered. The joint resolution (S. R. 143) authorizing the use of a part of the appropriation heretofore made for the relief of the destihte citizens of the United States in the Island of Cuba for the aid of such citizens. refugees. and others who have reached our shores was read the first time by its title and the second time at length. as follows: Resolved by the Senate and House of Representatives of the United States of America in Congress assembled. That the President of the United States be. and he is hereby. authorized and empowered to expend. at his discretion. part of the sum remaning of the appropriation for the relief of destitute citizens of the United States in the islan of Cuba. made by public resolution No. 11. approved May 24.1897. not to exceed the sum of $5.000. for the relief of destitute and needy citizens. refugees. and others who have under recent exigencies left that island and reached our shores.
