The estimate is in sufficient amount only to make the front secure. It is not intended to take out and rebuild the whole crib. The amendment embraces only those items which seemed in the judgment of the committee to be absolutely essential for the proper conduct of the immigrant service at Ellis Island. I will add in reference to my opening statement that I was a little inaccurate in saying that the Appropriations Committee had agreed upon the amendment. I should have said the chairman of the Committee on Appropriations . who has charge of the pending bill. had so agreed.
