Mr. Speaker. this bill is made necessary on account of the curious state of the law governing the ownership of real estate in the District of Columbia by aliens. Pore K. Soh at the time of his death was a naturalized citizen ofthe United States representing the Korean Government here. He had purchased the property in question. Shortly after he became the owner of it he died. Before his death he made a noncupative will. which was not sufficient to convey the property to his alien relatives. The law provides that a foreigner may take by deed or will executed in the required form. but this property did not pass I by the noncupative will. so that the title escheated to the United States.
