No definite proposition was made by our Government. for the simple reason that no bill had been passed. There isalso another objection. A great manyof the immigrants to this countryareof militaryage. Of course they are the best. the most desirable. They will not go to a consul and announce their intention of coming to this country. because they would then be stopped. and the effect of consular certification would thus be to exclude the immigration of the menof m~itaryage. the most desirable immigrants. and increase the immigration of those over and under military age. I can assure the Senator from South Dakota that it is from no hostility to the scheme that I speak as I do. The committee investigated it with the utmost thoroughness.
