Believing as I do that all men are entitled to liberty. or. as that term is best expressed in the ancient Declaration. "life. liberty. and the pursuit of happiness." and believing that the right of expatriationand of migration is essential to the enjoyment of that perfect liberty which I claim to be the right of every man. I have detested nativism. This is but an expansion of that same sentiment. Its real purpose is to restrict immigration. to confine it. to impose conditions upon the right of foreigners to migrate into the United States. It is not very successfully done. however. and I congratulate the committee of conference that they have improved the original Senate bill so much. When the bill was before the Senate on a former occasion I opposed it because its effect would be to separate families.
