I am very glad that this measure resumes again very nearly the same form it had when it passed the House about one year ago. I was not present when the conference report was agreed to by the House some days ago. but if I had been here. I should have voted.for some of the features of that report very reluctantly. if at all. The present conference report permits a man to bring with him his wife. although she can not read or write. It also removes what I regarded as a very unfortunate piece of phraseology from the former report. and defines clearly and without any ambiguity the language which the immigrant shall read. So that.
