I have been listening to what he has saidthat there is something in this bill which gives to this commission legislative powers. I have read the bill very carefully. I have seen nothing of that kind in it. This commission may inquire into and investigate certain probles relating to labor. immigration. etc.. and may recommend. may suggest to those who have the legislative power. any propositions of legislation or otherwise. that may seem to them desirable for the promotion of these great interests. Where is there anything in that bill to vest in this commission legislative powers? Thi ist a mere commission of parliament. which Great Britain has created over and over again. and which we have created.
