It is not to ask a question. but to emphasize what the Senator has just said in regard to the headtax cases. That was an assertion of power by Congress to deal with immigration from foreign countries into this country. It could have no relation to any other subjectmatter than foreign commerce in passengers. The court decided that the passenger traffic was a portion of the foreign commerce of the country. They had to decide that first before they could assent to the jurisdiction which Congress claimed. and it being a part of the foreign commerce of the country. there was no suggestion even that it touched in the slightest degree any transaction entirely within a State or affected or impinged in any fashion whatever upon the police power of any State in the Union. especially of the State where the landing was made.
