Prior to the civil war we were in the main a pastoral people. engaged mostly in agriculture. We had no considerable number of large cities and no congestion of population in particular districts. It is only since the close of the civil war. and. in fact. within the last two decades. that the subject of immigration and kindred subjects have begun to plague the American people. The very next matter to be considered by this Housea matter which has been assigned for consideration immediately after the pending measureis a bill reportedfrom the Committee on Labor. authorizing the appointment of a nonpartisan commission "to collate information and to consider and recommend legislation to meet the problems presented by labor. agriculture. and capital." and in the report upon that bill the committee say that they report the bill "because there is a widespread dissatisfaction with the laws governing labor. as shown by discontent. strikes. and violence. causing great misery and danger to society." That labor bill. I repeat. is the next measure that is to be taken up for consideration by the representatives of the people here.
