In compliance with this request. Mr. Hart ha� sent me the following letter. with accompanying tables. which demonstrate and make plain that there is no basis. in fact. for the common notion that foreignborn citizens furnish an undue proportion of the criminal population of the country. I quote his letter. which speaks for itself. and which makes it evident and palpable that the immigrants are as law abiding as the native born:
