It was understood among the framers of our Constitution and the fathers of this Republic that the Government would be made secure by placing responsibility upon every citizen. It was not supposed at that time that within less than one hundred and thirty years from the laying of the foundation of this great Republic a class of beings would present themselves who would claim superiority in all respects. and who would claim the right to rule to the exclusion of the masses. It was a Republic. sir. and a republic means that every citizen. naturalized and native. who lives upon the soil of the country where it exists has an equal right to participate in the administration of its affairs. Now. the Senator from Wisconsin would change all that. He would erect upon this continent an aristocracy in the administration of affairs of the PostOffice and in the administration of every other branch of the Government.
