If the Senator from Tennessee or the Senator from Ohio were to find himself at the head of any committee of the Senate. considering his long service in the Senate. he would be given a clerk of the highest grade. I was surprised. I must confess. when the distinguished Senator from New York. coming from the governorship of the Empire State to grace this Chamber with his person and his eloquence. became chairman of the Committee on Immigration that the then dominant party in this Chamber did not give him a clerkship adequate not only to the work of the committee. but to the character and standing of the Senator himself. I think that the majority of this House ought to have given a clerkship to the committee commensurate with its personnel and commensurate with the importance of its services. and I assure the Senator I should have cooperated with great earnestness and cordiality. if he had remained chairman of the committee until this time. in having the clerkship advanced. I now think that the conclusion of the Committee on Appropriations ought to be accepted without any demur not only with reference to this committee. but with reference to the other committees where they propose to raise the salaries of the clerks.
