All the textwriters upon this question declare that where the returns are not signed by at least a majority of those who are required to sign them. in the absence of an express statutory provision providing that they need not do so. they can not be received. and the Committee on Elections in their report have quoted from the decisions of thd supreme courts of various States from Maine to Florida to sustain that proposition. So. Mr. Speaker. upon this point there can be no doubt. and even if every question of fraud. of false registration. and of false naturalization. be eliminated from this case. Mr. Moore is entitled to and must receive the seat which he claims.
