If the gentleman will yield. it has been a problem in this area. This has been viewed as perhaps a worker program and therefore the Department of Labor ought to have jurisdiction. it has been viewed as an agricultural program and therefore the Secretary of Agriculture ought to have jurisdiction. I think. as the chairman of the Judiciary Committee has pointed out time and time again. this is immigration policy we are dealing with. an immigration issue. and the U.S. Attorney General has responsibility for immigration matters. It was our view that that responsibility ought to be retained by the U.S. Attorney General who deals with all other immigration issues and not sent to the Department of Labor or the Department of Agriculture. At the same time. it was our feeling that he ought to consult very closely with the Secretary of Labor and the Secretary of Agriculture. As a matter of fact. in this amendment there is provided some $10 million for the Department of Labor to conduct a search for domestic workers under this program.
