Mr. Chairman. the fourth Agriculture Committee amendment would delegate to the Attorney General. rather than the Secretary of Labor. the authority to issue regulations governing the aggregate period H2 workers may stay in the United States. June 14. 1.984 It was the view of the Agriculture Committee that while the Department of Labor was the proper agency to certify the need for H2 workers. the Attorney Generalacting through the Immigration and Naturalization Servicewas in a better position to determine how long the workers could stay once admitted. This amendment would place responsibility in an agency that historically is responsible for the immigration policy of the Nation.
