Mr. President. that is the character of the people of British Columbia who would be likely to come into Washington and Oregon. We have not received a large immigration of Canadians upon the Pacific coast. Our lumber establishments and the lumber industry everywhere is conducted. if not by American citizens. at least by people who have come to this country with the expectation of becoming American citizens. and who are in process of becoming American citizens. I will state the reasons why we can not compete with the lumber industry of British Columbia. in the first place. on Puget Sound and in Oregon the stumpage is $1.50 to $2 a thousand. that is to say. if the manufacturer of lumber does not own timber lands himself. he has to pay to the owner of timber lands from $1.50 to $2 athousand for stumpage.
