Mr. Chairman. the necessity for the amendment is this: Our lands granted to the State. on coming into the Union. for the agricultural colleges. the normal school. and for other purposes. were granted out of the unappropriated and unsurveyed lands of the United States. We had a very large increase of immigration into the State of Washington and the surveys had been very light. We had segregated from the public domain an area of 7.000.000 acres. so that when the State was called upon to set apart these lands it was found impossible for the State authorities to make the selections from surveyed lands. The governor and the State board of commissioners set to work to select the lands. but they found it impossible. for this reason: Whenever a township is advertised for survey by the surveyorgeneral it takes a year. or a year and a half. or two years. to get the contract completed.
