Let me call the attention of the gentleman from Texas to this fact. He has called attention to a date upon which we received $10.000 for public land surveys in the State of Idaho. in the appropriation made by the Fiftyfirst Congress. we received $40.000 for public surveys. under the apportionment made by the Commissioner of the General Land Office. Now. I desire -to remind the gentleman from Texas that the tide of immigration has been rolling westward very rapidly. and that it may be that we did not need the money in 1885 which we need in 1894. or which we needed in 1891. I do not know why the money appropriated in 1885 was not expended. but I do know that we need the money now.
