If either of the Republican supervisors was not subservient. he could remove him and place another Republican in his place. or leave it vacant and have all the work done by the man who suited him. It was not necessary for him to suspend a supervisor to get rid of him. he could transfer him to any other electibn district. It was possible under the bill to have the election supervised by men who were not residents of the county in which the election occurred. and not one a Democrat. These su pervisors challenge~d the rights of citizens to register. They had a supervision over naturalization. They inspected the ballot boxes and told the voter in what box to deposit his ballot. They could require test oaths to be put to any and every citizen.
