I do not expect to detain the Senate more than a moment. because although interested and agreeing in the main with what has been said by the Senator from Colorado . at least agreeing with him in his sentiment of opposition to Chinese immigration. to the impolicy of encouraging that class of immigration into this country by reason of its degrading effect upon American labor. still I have a very decided opinion that some of the recent legislation of the United States has been in the direction of a violation of its plighted faith. and a violation of such a character as seems to me to have been entirely unnecessary. We have had for a number of years treaty relations with the Empire of China. We have seen fit to undertake the obligations imposed by such treaty relations. and we have in undertaking them pledged the faith of this mighty people to their exact performance.
