President. the Senator from California arrays the Republican party on the Chinese question. I believe since I have been in the Senate it has never been a political question in such a sense of the term that either party can disclaim responsibility for the legislation if it is bid or claim any great deal of credit if it is good. So far as I am concerned I have always voted for the restriction of Chinese immigrants. I have voted for their restriction because they do not come here as citizens. They do not come here to make their homes. they do not come here to share with the American people the burdens of the state.
