I desire to call the attention of the Senator who has the bill in charge to section 7. I desire to offer an amendment to come in after the word "places" in the ninth line of that section. I wish to insert the words "as he shall designate." The section is a little indistinct as to what countries the President may prohibit immigration from. or what is meant by the words "the President shall have power to suspend immigration from such countries or places." It may refer to those countries which have yellow fever and cholera alone. I desire that he may have the power to suspend immigration from countries adjoining and in the neighborhood. if he sees fit. and therefore I move to insert after the word "places." in the ninth line. the words "as he shall designate."
