Whether this change from slavery to citizenship was wise or unwise. I willnot stop to discuss. One thing. however. in my opinion is certain. and that is. that the destinies of the negro race are indissolubly interwoven with our own in the future history of this country. and that all idea of the permanent separation of the races by immigration. colonization. or otherwise should be dismissed as in the last degree chimerical. And another thing. in my judgment. is equally apparent. and that is. that the presence of this race in the United States. involving the adjustment as it does of its industrial. social. and political relations with the white people. presents the most interesting and intricate problem ever presented to any nation for solution. By wise statesmanship that presence may be made a benefit. by political empiricism an unmitigated curse.
