We have one to establish uniform rules of naturalization. one to coin money. one to establish postoffices and postroads. one to provide and maintain a navy. another for the levying of duties. We have anotherI will call the attention of the Senate to itproviding that treaties may be made. Then we have this provision of the Constitution: To make all laws which shall be necessary and proper for carrying into execution the foregoing powers. and all other powers vested by this Constitution in the Government of the United States. or in any department or officer thereof.
