Mr. President. there is a large portion of Alaska. especially in the northern portion and north and south of Point Barrow. which is especially adapted to the raising of t reindeer. having vast quantities of food upon which they live on the Asiatic side. as well as in other countries where they live. I The necessity for the Government of the United States ultiyr mately to either feed the Indians on that coast or provide some means by which they can feed themselves. is unquestioned. We have a large number of Indians there who have depended upon d the walrus and other sea animals with a few land animals. The sea animals are becoming nearly extinct. and in a few years will be extinct. These Indians will then be thrown upon the Government of the United States to be supported. or left to starve. On the Asiatic side there are vast numbers of reindeer which are domesticated. in the possession of people there living. which can be made a source not simply of subsistence. but of profit to them. It is proposed by persons who take an interest in thig subject to bring over from the Asiatic side deer which are already domesticated. put them in the hands of some of these Indians who are sufficiently civilized to take care of them. and thus to teach them the raising of stock. That is the only kind of cattle which can be raised in that country. undoubtedly. I have a letter in my possession written by a gentleman in Philadelphia. who has had some experience in Sweden and NorwayI do not know that I can put my hand on it at the momentin which he declares that it can be made a source of great profit. that the skins are valuable for the making of gloves. they are valuable also for the making of clothes. being used in Sweden and Norway by the soldiers for pantaloons. and that they make good robes.
