President. the bill that is now before us is more objectionable than even that which this man of letters. this distinguished publicist. opposed. The bill as it now stands violates two declared polickes of the Government of the United States. not only the general public sense against combinations and trusts. but that mature public stnse which has been formulated into a bill which has passed the Congress of the United States. And. as I shall presently show. this bill as it now stands also violates the public policy which is embodied in our statute which prohibits the importation into this country of contract labor.
