In the first place. the people of the Pacific coast do not believe that the Chinese laborers are a desirable population. They have expressed that belief to Congress. I am opposed to unrestricted immigration. Ihave reported bills here from the Commiteec on Foreign Relations and voted for the passage of laws to restrict that immigration. I would be opposed to conferring naturalization upon Chinese and changing the laws in that respect. I would be just as much opposed as the Senator from Louisiana might be to that. The Chinese donot come to this country for the purpose of becoming citizens.
