Its Territories. and the District of Columbia." Be it enacted by the Senale and House of Representatives of the United States of America in Congress assetabled. That from and after the passage of this act it shall be unlawful for any person. persois. or corporation. in any manner or way whatsoever. to aid. assist. or encourage the importation or immigration of any alien into the United States tnder contract or agreement. parol or special. express or implied. made previous to such alien becoming a resident of the United States. to perform labor or service of any kind in the United States. any. such contract shall bue utterly void and of no effect. and it shall be unlawful for any alien to enter the United States under any such contract. SEC. 2. That any person. persons. or corporation entering into a contract prohibited by section I of this act with any alien. or who shall knowingly assist encourage. orsolleittlie importation or immigration of an alien into the Unitea States. to perform labor or service of any kind tinder contract or agreement. parol or special. express or implied. with such alien. made previous to his becoming a resident of the United States. shall be fined iu a sum not exceeding $1.000. or Imprisoned for a period not exceeding six months. or both. at the discretion of the court. The proceeds of fines collected under tlbs act shall be paid into the Treasury of the United States. And in addition to the above penalties. any person. including the alien party to said contract. may institute a suit in the proper circuit court of the United States.in the name of the United States. against the person. persons. or corporation entering into the prohibited contract. anl shall have the right to recover the sun of $1.000 foreach alien imported into theUuitedStatesin pirsuanceofsuch contract.
