Let me say to the gentleman from Iowa that the existing law. of which this is amendatory. contains the phrase. "for the purpose of settlement in the United States." This bill uses the words. "for the purpose of securing citizenship in the United States." In the case of Hungarians. Italians. and others. many of them have come to this country without ever intending to become citizens at all. though they did come here for the purpose of settlement. The language of this bill was made specific so as to require these people. if they come here. to take steps for becoming citizens. By this proviso we uni dertake to shut out the shifting hordes of contract labor.
