If the genatleman from Mississippi will allow me. I desire to call his attention to a provision in section 4. and to ask him whether he does not think there ought to be an amendment made there. The section provides: That it shall not be lawful for any person. persons. or corporation to encourageany alien laborer. mechanic. or artisan to migrate from any foreign country to the United States. by promise of employment. through advertisement or otherwise. and any such alien who shall thus be encouraged to immigrate to the United States. or who shall be a party to a contract prohibited by section 1 of this act. shall not be permitted to remain. but shall be returned to the port from whence he sailed. Ought not some limitation of time to be specified? Otherwise. a mans right to remain here might be attacked by somebody after he had been here for twenty years.
