My amendment proposes to provide that within a certain time after they go to work here they shall declare their intention to become citizens. and that at the end of the time prescribed by law they shall perfect their citizenship. That would be a complete remedy. and it would involve no hardship. It would give an immigrant a chance to look around for work. it would give him. after he had secured work. reasonable time within which to take this legal step and declare his intention. It would not debar him from labor if he declared his intention in a reasonable time after going to work. I go further. however. than that.
