Speaker. I for one do not desire great crowds of people to come into the country who do not intend to become citizens. I desire that those who come shall be decent men. of reputable lives. of proper intelligence. free from crime. men. in a word. who can display the qualilications required by our naturalization laws. And when they come here with a purpose of living and working here I desire and demand. and Congress should demand. that they at least make up their minds to declare their intention to become citizens. and so far at least qualify themselves for citizenship.
