I believe it to be true that. while this investigation has been going on. they have been taking pieces of paper and in different colors have been painting upon them at various points. from such information as they had. alleged reservoir sites. It was my fortune to see one of them in the room of the chairman of the Committee on Appropriations. where. in succession along streams one after another. there were a series of reservoirs projected. so far as pictures constitute a projection. of a work of that kind.
