This 9 percent. will do for a starter. it may be that in a year or two an increase will be asked of 20 or 25 per cent. Mr. Speaker. the tariff bill that passed this House some time ago was said to be based upon the idea of protecting the labor of this country against the competition of the pauper labor of Europe and other foreign countries. The idea upon which this bill is based is to protect the labor of one section of this country against the competition of labor in another section of this country. This bill is said to be in the interest of the farmer. which I do not believe.
