Mr. President. it is utterly futile to think of stem. ming the tide of immigration and settlement in this country. Such a law as this can not be permitted to stand on the statutebooks. and will not. In the very early days of this country. when it was the policy of the Government immediately after the survey of the public lands to put them up and sell them at public auction. and if they could not be sold at public auction then to offer them at private sale. it was found necessary by the Government to pass special preemption laws. laws which would authorize people who had gone upon the public lands in advance of surveys and settled upon them to have the first right to purchase.
