It seems to me it is improperly providing in a bill for taking the census for the enforcement of penal laws against the Chinese people who are unlawfully here. It is encumbering this measure with provisions which are foreign to it. I made an inquiry of the gentleman from Calitbrnia who introduced the bill whether or not the treaty under which this act was passed. as all will remember who were members of the last House. under what is known as the Scott exclusion actit was passed under MAiRH 17. the idea that treaty would be ratifiedI asked. I say. whether that treaty was ratified.
