The people who -are going to organize this Territory are there now. forty or fifty thousand of them. Nobody is coming over to New York or San Francisco and going to rush from a ship to a court and there declare his intention to become a citizen and then rush into this Territory for the purpose of affecting its organization. The only practical effect then is. as it has been in all the Territories. that those persons who have declared their intention previous to emigrating to the Territory are permitted to take part in the first election. which is really the organizing election of the Territory. and after that the Legislature prescribes who may vote. So I do not think the committee has done wrong in following the rule which has been adopted in relation to all the Territories. as Senators who have come from the States recently made from Territories are well aware.
