No doubt thatis the meaning of the committee in section 5. Iwish to strike out theword "every." in line 1. before "male." and say "all." and then make the word "citizen" read "citizens." so that the language shall be: That all male citizens of the United States above the age of twentyone years and all persons of foreign birth who shall have declared their intention to become citizens of the United States as now required by law. So as to have a general system.
