I presume. The wool used in the old country is freetrade wool. It is wool produced by cheap labor. The manufactured article is made up of that freetrade wool and that pauper labor. and combining the two abroad you bring the article to this country and sell it in competition with the American article which is made up also of wool and of labor. and the labor entering into the manufactured article is upon his supposition protected 10 per cent. But now as to the wool. The wool in the American article is American wool. and that is protected wool.
