The right of a nation to take care of its own can not be questioned any more than the right of a man to take care of his familyand that is not questioned. I do not suppose that there is any sentiment anywhere in this country against the proposition that I have enunciated. that if we think it is for our interest to restrict immigration from the greatest nation in the world. or the smallest. we have the right to do it. doing it in such a way. of course. as to give as little offense as possible. So in dealing with China. I admit that we should give the Chinese Government as little offense as possible.
