I was opposed to putting that into the treaty. I maintained that it was a right that should be always reserved by every nation. to exclude at all times all classes of people that it saw fit to exclude. I do not understand from my reading of international law or history that it is a cause of complaint if we say to the people of Great Britain. the greatest nation in the world except our own. that they shall not send emigrants to this land. I do not understand that Great Britain can defend herself upon any theory if she should commence awar against us for that. That is not international law.
