In the same session of Congress the very amendment which I had proposed was adopted by the gentleman from California. and the billso amended passed both Houses and became a law. Now. Mr. Speaker. I say that the Chinese Government hasin all respects exhibited the most liberal spirit whenever we have proposed to prevent the immigration of its subjects to this country. There was a very memorable commission created in connection with this Chinese question a few years ago in the Senate of the United States. and at the head of it was the then leader of the Republican party in the Senate. Governor Morton. of Indiana.
