There was a provision in the later treaty which we had made with China assenting to another amendment to the Burlingame treaty and another modification. namely. that the Government ofthe United States should have the power by lawnot by treaty. but by lawto prohibit the itumigration of Chinese for a reasonable period of time. that is. our Government should have the right by law to suspend the right of Chinese immigration. The Chinese Government agreed to that modification. and under the power thus conceded by China to exist in the legislative department of the Government of the United States the act of 1882 was introduced into Congress. That act proposed to prevent the landing of all Chinese coolies or laborers in this country for a period of twenty years.
